Introduction
The Bureau of TVOCCD
(Technical-Vocational-Curriculum-Development) is one of the bureaus of
the O.E.R.P (organization for Education Research and Planning). Which is
responsible for the curriculum development for the TVET. In 1989, and as
a branch of the Deputy for TVET of the Ministry of Education, this
bureau was established as a Bureau under the authority of Research and
Planning organization.aften a while this title was changed to the Bureau
of compilation and planning in Secondary Education in 1994 under the
Deputy for secondary Education. In 1999 the Bureau was transferred under
(OERP) and took the title of TVOCCD the Bureau of compilation and
planning the Bureau has three deputies, curriculum development for the
industrial education, curriculum development for the agricultural
education and services, and evaluation and executive affairs. Beside its
official structure, based on the responsibilities forwarded, the bureau
enjoys the collaboration of the expert commissions that are composed of
seven members (university professor, college teachers, and an expert
teacher at technical schools, technicians, expert in the area of
interest and experts in curriculum development).
Responsibilities :

Curriculum development for the TVET with the
collaboration of the Related Bureau of TVET and other economical, social
and cultural sectors.

Curriculum development for the vocational
high schools with the collaboration of the experts and TVET educators.

Reviewing the TVET curricula and their
satification through the official bodies.
-
Supporting and guiding other organizations
in their efforts to establish standard skills based on the ruling
principles.

Collaboration with the industrial,
services, a virtual branches and the office of supreme TVE schools in
the development of the curriculum for the non-continuation BS and
applied studies in conjunction with the curriculum for the post –
diploma studies.

Evaluation of the plans and the text- books
of the TVE and Kardanesh.

Compiling supplementary text- book with the
collaboration of the private sector.

Compiling reference on TVET.

Studying and planning for the TVET based on
the latest scientific findings.
-
Introducing the titles of the required
researches in the area of TVET and collaboration in running them with
the help of the Research Institute of the OERP.

Studying the branches required by the
society and their survival specially in TVET
- Collaboration with the General
Administration for the Teacher Training and Human Resources Education in
order to train the human resources and to advise short and long term
education with their appropriate curriculum

collaboration with the General
Administration for the Evaluation and Education Assessment in order to
establish an efficient system for evaluating and assessing the
educational achievement of the students and the contents of the
text-books & curriculum.

controlling and monitoring the appropriate
flow of affairs at TVET centers on the exestuation of the curriculum of
the other educational plans

Constant collaboration and communication
with the TVET educational groups in different districts.

Collaboration with the Bureau of
supplementary Aides in order to publish magazines on scientific an
technical issues at various level for the students ( school and
university) TVET teachers and tutors

Structure
The Structure of the bureau is limited& flat. The duties of the bureau
in the area of curriculum development, compiling textbooks and
monitoring the educational planning are carried out for the following:

The bureau has a matrix structure. There are
400 outside personals in its commissions. This kind of flexible
structure is unique in the ministry of Education can be a good model for
the government in general participation, intresting of authoring and
management instead of ruling.
